Is Cost Effective Government Possible?

The old adage: “If you want to make money – get a Government contract” is as true today as it ever was. The bigger the country, and thereby the government, the easier it is to charge extortionate fees for the provision of services.

Sir Philip Green

The sheer depth of government miss-spending has been revealed in Britain today by a report issued on an ‘in-house’ investigation by a well known High Street name, specifically Sir Philip Green, owner of the ‘Top Shop’ chain of stores. He was commissioned by David Cameron, the UK Prime Minster, to look into government spending with a view to cutting expenditure. What he uncovered defies description!

He stated quite frankly, that if he operated his business in the same way, he would be bankrupt within in days.

Government Waste?

In Sir Philips view, literally billions of the huge £191 billion budget could be saved by government departments with better co-ordination in the procurement of services. As an example, he estimates that a massive £600 to £700 million could be saved on the annual British Telecom budget of £2 billion. Renegotiating contracts with companies providing mobile phone services, and even office supplies and coffee could save up to 40% of the annual budget.

Damn! There Goes Another £1.45

The differences between departments in the costs being forked out for mundane things such as a box of copy paper (from £8 to £73), printer cartridges (from £86 to £396) and a cup of coffee (90p to £1.45) are to say the least, quite staggering. Who in their right minds would pay £396 for a printer cartridge? Talk about being ripped off!

Never Heard of Video Conferencing?

Sir Philip also criticised the 400,000 nights a year spent by M.P’s in hotels in London in order to attend meetings at a cost of £30 million. In the modern age he found it incomprehensible that so much money could be spent on people who must attend meetings personally. Quite rightly he puts the question: “Have these people never heard of video conferencing?”

M.P’s transport costs such as taxis and hire cars is a huge £551 millions a year. Someone from an anonymous car hire firm wrote in to say her company were being paid by the government £156.28 a week for a small car, which a normal customer would get for £99!

At the Heart of it All

It’s amazing to think that no-one in the financial side of government, i.e., The Treasury, has checked up on this kind of thing for so many years. It’s the same old story of there being no accountability within government circles! Government laptops, so often in the news for being left behind on buses, in taxis and on tube trains by government officials in sensitive jobs, cost up to £2000, while a little research on the internet revealed identical models for just £800.

Sir Philip also questioned the advisability of moving a government agency to new offices in the Midlands with a rent of £1.2 million a year on a 20 year contract, fixed for 15 years, when shortly after the department was abolished leaving a commitment of £18 million. Mismanagement of real estate by government departments costs the taxpayer £25 billion a year but could be drastically reduced.

The final report due out on Monday should make very interesting reading for Governments world-wide, especially in the rest of Europe and the United States. With luck, it will begin a wave of in-house cleaning by many governments, but I doubt it.

The Eurofighter - Costly, But Worth It

When government contracts are awarded for new military hardware, buildings or transport links etc., we all know that the project is going to cost e.g., £25 billion, but when the final accounting is done the end figure can be five times that or more. Good examples are the Eurofighter from BA Systems and the Channel Tunnel, both of which went way over budget.

Such major contracts are first put out for tender and presumably the lowest bidder wins. In my opinion, over the last three or four decades many companies have intentionally put in ridiculously low bids, one for which they know they cannot complete the task, just to get the contract. Once the contract is signed, they are fully aware the price can be jacked up once they have started work.

This is no way to run a business, and running the government services for any country is just that, a business on a larger scale.

The Secret - Make it Stick!

Governments must realise that if a supplier quotes a certain price for work to be carried out, the company must be held responsible for ensuring the end product for the quoted price. Companies dealing with government departments, be it the Ministry of Defence, Transport or whatever, must be made to put in realistic bids for services to be provided. There is nothing wrong in allowing perhaps a 3-5% cost over-run in today’s turbulent markets, but it should be no more than that.

The problems highlighted by Sir Philip Green only go to emphasis that much tighter control is necessary on government spending, for in the long run, it always comes from the pockets of the general public in the form of taxes.

This is 'In-house'

The present coalition government is currently looking for ways to reduce the annual budget by many billions of pounds with cuts to defence and the police force high on the gender. It would seem wise for them to first look in-house before taking such drastic measures, and the assistance of men like Sir Philip would be invaluable in such an exercise. By this I mean top flight business men with a known track record like Sir Philip who pulled BHS back from the brink into a good solid company, not some fly-by-night stock exchange wannabe.

Obama, Zarkosy and Merkel - the Big Three

Britain is by no means the only country afflicted with such woes. I am sure the economies of all the major nations could see a dramatic upswing if the leaders, like Angela Merkel, Presidents Barack Obama and Nicholas Sarkozy were to employ businessmen in strategic monetary positions within the government as fiscal advisors.

Another Good Place to Start?

Without a doubt, we will not see an end to the worlds economic woes when duly elected governments and leaders allow such wastage at the top, while telling the public it is time to ‘tighten belts’.

I firmly believe in the old saying, which should apply especially to governments: ‘If you must lead, lead by example!’

Great Britain – No! Barmy Britain

If you were never quite sure if the British were really barmy, then confirmation has just arrived.

Manor Park Pupils

Manor Park Primary School in Aston, Birmingham has just bought 230 of its children a translation computer because 60% of the 364 pupils attending the school cannot speak English.

The school has been flooded with immigrant children who do not speak a word of English, and are unable to communicate with their teachers or other pupils, hence this dramatic step. The school pays an annual bill of £700 for the software which of course comes from everyone’s taxes. Comments on the article, which appeared in the Mail Online are to say the least not very complimentary.

Ethnic Pupils in English Schools

Most people have the same opinion as I; if these children cannot speak English they have no right to be in an English school. English schools are for English speaking children and should not pamper to the mass of immigrants that are flooding into the country.

During the many years I lived in Holland free language schools had been set up by the government for immigrants to learn the Dutch language, and thus help them integrate into Dutch society. This is also true of other European nations. My own wife went to such a school and within a few weeks could speak very good Dutch.

So why has such a system not been introduced into England?

In my opinion it should be a requirement for all immigrants to attend free classes set up by the government to teach them the basics of the English language before they can apply for a job, or in the case of children, go to school.

Translation Programme at work

At the Manor Park School children communicate with their teacher and other pupils by typing into the translation computer which has 25 different languages in the software.

But I have to ask, how can a teacher successfully teach a class when every word he/she utters must go through a translation programme (95% accuracy)so the children can understand what he/she is saying. The reverse is true of course, for the pupils must also type into the computer any questions they have for the teacher.

It must be obvious to anyone that this is not fair to those 40 or so percent who are, or do speak English because they are substantially held back by the sixty or so percent that do not.

Jason Smith Head Teacher

Head Teacher Jason Smith has described the system as an invaluable tool rather than a replacement for teaching English, but to my mind, it will not give children from immigrant backgrounds the incentive to learn the language, especially when their parents show no inclination to learn it either.

This is one of the main reasons why immigrants from whatever country tend to live in close communities which gives them the feeling they are still living on their ‘home soil’ even if it is in a foreign land.

Architects of Multi-Cultural Britain

It was the great plan of the New Labour Party, with the traitors Tony Blair and Co. who decided unilaterally to turn Britain into a multi-cultural society, but look at the mess we are in now.

Is the country soon to be broken up into diverse cultures and languages with the great majority of the population not being able to communicate among themselves?

This sort of pampering to immigrants must stop NOW before the clock is turned back 3,000 years and the country disintegrates into tribes once again.

The latest figures from the Education Department show that a total of 910,610 pupils in English schools do not have English as their first language, an increase of 42,750 over 2009.

Tower Hamlets - Muslim Enclave

In the Tower Hamlets Borough of London, a Muslim enclave, 78% of the inhabitants have little or no English, the highest in the UK, and the sad thing is, they don’t care, and don’t wish to learn the language of their adopted country.

This in itself is a scandal and should not be tolerated by ethnic Britons or the British government. Every foreign child and foreign born parent MUST be made to learn the language of the country they have chosen to live in, OR LEAVE! It’s as simple as that, otherwise the whole fabric of the English nation will at some time in the future be torn apart. I know I am far from alone in my opinions, for very many people in Britain feel the same and it is certain that at some time in the future there will be a reckoning such as the world has never seen.

Other European countries, and especially America, would do well to heed the warning of what is happening in Britain today, for some day they will find themselves in the same boat unless appropriate action is taken.

So Finally it Begins!

Free Speech! What is it worth to you in our democratic state? I hope it means something, and I hope you consider it worth fighting for because a sneaky, stealthy attack on free speech is underway. Today, a Christian preacher, Dale McAlpine, was arrested in Wokington, England for daring to utter the words ‘Homosexuality is a sin against God and the Bible”  in a public place.

Dale McAlpine – Street Preacher

He was charged under the 1986 Public Order Act, which originally was implemented to combat rowdy football fans, drunks and violent rioters. The man is a devout Christian but it would seem he does not have the right to say publicly what he believes in. Such is the level to which life in England has stooped. He told the Police that he made no reference to homosexuality during his sermon, given from the top of a stepladder, but the words were uttered to a woman who engaged him in conversation. According to the Community Service Police Officer, who is a homosexual and relations officer for homosexual, lesbian, trans-gender and bisexual deviants, he made the statement in a loud voice for all to hear.  The fact that this person is homosexual, and quite probably personally motivated,  I suppose has no bearing on the case!!!! Either way, the unfortunate man was placed in the back of a police van and ‘put through the system’ like a common criminal.

I find it incredible that such a thing could happen in the country of my birth, and one that I love dearly. This simple man was not doing anyone any harm, except for the fact he ruffled the feathers of a pompous, over-bearing and personally motivated community service officer who practically accused him of starting a riot.

An almost identical situation developed in Manchester at the end of July 2009 when a father and son were reading passages from the Bible on the street and were threatened with arrest for inciting hatred and racism.

What’s He Got We Don’t – FREE SPEECH

It all goes to show that our right to free speech is under attack by small-minded bigots who think the only people allowed to preach their brand of religion are those from minority groups. If Christians do it in a Christian country they are inciting a riot. Balderdash!

As Sam Webster, lawyer for the Religious Institute pointed out, the police “must also support the rights of free speech”, something enshrined in the United Nations Human Rights Charter. It would seem the more rights we get, the less we can use them!

Gordon, You’re So Out of Touch!

Praying for a Win?

Gordon Brown has once again proved how out of touch he is with the people of Britain. In a speech given to the Thames Valley Police last Monday he had the gall to suggest the ‘fear of crime’ by the population was nothing more than a political ploy by the Tories! What planet does this guy live on?

Fear of crime has been one of the main causes of concern for people in all walks of life for a decade! People no longer feel safe walking down the street of most towns and cities in the UK, and certainly not in their own home. Since the rise of the drunken yob culture in Britain it would be a brave man or woman who walks through the town centre on a Saturday evening. And yet, our esteemed Prime Minister thinks it’s a Tory ploy to get more votes.

Labour has been soft on crime ever since it came to power, in fact, it has exasperated the situation with its immigration policy because many of those responsible for the crime wave are immigrants. The Justice System is on the verge of total collapse due to his governments policy of releasing prisoners early and giving shorter sentences to ease the prison overcrowding instead of building more prisons.

Edlington Twins

Someone who commits cold-blooded murder gets less time in prison than a caring relative who assists a terminally ill patient in great pain to die. Career criminals are given community sentences which most of them ignore, and vicious torturers like the Edlington twins will be out in less than five years with a new identity.

He told the Thames Valley Police that in the last ten years prison sentences have ‘gone up’. What were they prior to that, zero? The number of repeat offenders who were released early has gone up dramatically since Labour swept to power in 1997, but nothing has been done to get these people off the streets.

Habitual Criminal Walid Salem

The case of Waled Salem the Egyptian career criminal who was caught by millionaire Munier Hussain and finally taught a lesson is a fine example, a lesson I might add that saw Hussain and his brother go to jail and Salem let off!

Prisoner Tag

Now Labour is apologising to jailbirds who will not be released early under the cancelled End of Custody Licence (ECL) Scheme and offering them early release with a tag. Under the ECL scheme, prisoners were released up to eighteen days before completion of their sentence, but under the new plan, they would be released up to four-and-a-half-months early! I can hear the cheers from the prisoners from here!

Another bone of contention brought to light yesterday by Lord Cary, a former Archbishop of Canterbury, accuses the government of ‘a strident and bullying campaign’ to marginalise Christianity in the name of political correctness. He said; “We have reached a point where politicians are mocked for merely expressing their faith….I cannot imagine any politician expressing concern that Britain should remain a Christian country. That reticence is a scandal and a disgrace to our history”.

Outspoken

Speaking before the Christian Broadcasting Council he highlighted two cases of people being victimised because of their faith. Olive Jones was sacked from her position as teacher for offering to pray for a cancer patient with whom she was working, and Caroline Petrie, a nurse in Somerset was suspended for offering to pray for a patient on her ward. She was later reinstated after a public outcry.

He is not the only one of our top clergy to express such a view. Last month Dr. John Sentamu the Bishop of York made his views known with the following; “Christianity is being pushed out of public life in a ‘ferocious and insidious manner'”.

Just how far down this ‘Politically Correct’ path are we expected to go. The government is without doubt backing this ridiculous practice, and so are the courts. Are we to remove all signs of religion in the country so we don’t upset the Muslims. Must they rule our country? Unless drastic steps are taken to reassert the rights of Britons in their own country, they will be within a few short years. They are already well on the way to achieving complete domination of local and national government.

Its the same old ‘elections are near’ bullshit from both the major political parties who are trying to dazzle, or more likely ‘con’ us into voting for them. As usual they pump out the same old rhetoric of how they alone are capable of ‘saving the nation’, but its all a smokescreen because once they are in power all the promises will be forgotten and it will be ‘business as usual’.

The Labour strategy of allowing in hundreds of thousands of labour supporting immigrants has kept them in power for far too long and now it is time they were put out to graze. They have done more than enough damage to our homeland, damage which I am sorry to say, may be irreversible.

David Cameron

No government in the history of our nation has done as much damage to our once proud nation, and so successfully sabotaged all the sacrifices made by previous generations to keep our country great. It is time for them to be consigned to history with the hope that the next government has the guts to salvage what is left of our land and our culture before it disappears into history. Whatever you do, don’t expect ‘Smoothie’ Cameron and his bunch to change anything if they win the election.

Why Not Switch Off the Engine When Parked?

Britons have become so used to stupid, petty By-laws in their communities that when a sensible one comes along they are still up in arms! The North Lincolnshire Council wants to start fining drivers £20 if they leave their engines running when parked for long periods. Sounds perfectly reasonable to me!

Don't Breath Too Deeply!

I am surprised that so many drivers are yelling their heads off about this, accusing the council of creating a ‘money-making scam’. The measure is in fact a response to government Air Quality Targets for Britain’s towns and cities imposed by Whitehall. Other councils are considering whether or not to introduce similar measures.

If it were possible to calculate how many vehicles are needlessly pumping out toxic gases that are known to damage the environment, I think the figures would astound us all. It would probably not impress the British motorist however, for a poll conducted by The Telegraph shows 77% are against the idea of being made to switch off. Surprise! Surprise!

Coach Park

Near where I live there is a hotel which every day has up to half a dozen coaches parked outside for between thirty and forty minutes at a time. During this period, more than half of them leave their engines running. To what purpose?

Mothers take their offspring to school every day and some are parked outside the school for five minutes while they chat, and most leave their engines running. Why? During this period the vehicles are pumping out noxious fumes that are not only a major health hazard, but are causing environmental damage as well. Is it such a hardship to turn off the ignition while parked for several minutes?

The air quality in most towns and cities world-wide has reached the stage where to get a breath of clean air you have to go to the countryside, but with a little common sense we could all help to improve it.

We have at this time huge debate over climate change and the affect we humans have on the world climate. Significant changes in weather patterns have been registered all over the world in the last decade, many with catastrophic results, and we all complain about this, but few are willing to do a simple thing like turn of the engine when parked.

London Smog

I cannot deny that such a measure would be a drop in the ocean compared to the rest of the pollution being pumped into our atmosphere, but surely, every little bit helps. Imagine the impact if everyone the world over acted more responsibly with this issue. World-wide, I bet the figure could be near a million cubic tons of exhaust gases per week that we unnecessarily pump into the environment.

Look around you as you walk through a superstore car park or past a school, and see how many people enjoy wasting fuel needlessly through laziness or just plain stupidity. Being more prudent would also help in your pocket, because not only are you damaging the environment, but you are burning petrol wastefully. People think the cost in fuel is negligible but if you think about it, ten minutes a day for 365 days can add up to quite a few gallons.

The Future?

Despite the arguments raging in scientific circles, there can be little doubt that the arrival of the combustion engine and the industrial revolution has done much to change our world. Every year sees an increase in global disasters caused by ever worsening weather patterns and there is little we can do to stop it, for now. But we can perhaps ensure things do not get any worse, and quite possibly shorten the time it takes the world to recover from our intervention, but we have to work together to do this.

Even a small thing like shutting off your engine when parked can, in time, have a significant impact on lessening the effects of climate change. At least it’s a start in the right direction, so how about less anger and a little more co-operation.

Britain – Land of the Loony’s. Part Two

I suppose every country has its crazy stories about Loony’s, but Britain seems to have a monopoly recently. Here are some of the latest gems to come from the ‘Green and Pleasant Land’ news columns.

Newcastle Crown Court recently handed down an eight month sentence, suspended for twelve months, to a woman for having noisy sex. The love-making sessions between her and her husband have been heard regularly by her neighbours, passers by on the street, and even the local postman. Caroline Cartwright was given an ASBO (Anti-social Behaviour Order) by the court last April but admitted she broke it almost immediately. Tests carried out in the neighbours apartment have registered sound levels comparable to a loud conversation in the same room. Mrs Cartwright, while apologising for the disruption has admitted she can’t help it. With the court ruling however, she will be abstaining from sexual pleasure for a period of eight months if further complaints are received.

In Nottingham, a man has been fined, twice, for driving at O miles per hour in a 30 mph zone. Outside his house he has a speed camera from the local police, and when someone goes past above the limit, the number plate reading software latches on to his car which is parked just in front of the camera on the side of the road. As he has nowhere else to park he is stuck with the problem. The local police have apologised and say they will look into the problem.

The American Embassy, more commonly known as Macdonalds, has come under fire for a recent advertising campaign in Britain for confusing English slang for a five pence piece with an English pound. The advert, promoting a ‘Pound Saver Menu’ states “An English pound known as a ‘bob’ ” has caused an avalanche of criticism. The reason being, a  ‘bob’ is five pence, not a pound as supposed by Macdonalds. Calls have been made for the advertisement to be changed or withdrawn, although some people have been asking to pay only the five pence as advertised. Either way, the company has egg on its face for not doing sufficient research. Their view, incorrect as it may be, is that the ‘bob’ while once referred to as five pence is now used for the pound since Britain went decimal with its currency. At least its free advertising!

Two children’s TV presenters were cautioned under British Anti-Terrorism Laws by police in London for running around in flak jackets and utility belts, carrying among other things, hairdryers and fake walkie-talkie radios. The pair, complete with camera crew, were filming an episode of the children’s TV show ‘Toonattik’ when approached by four of Her Majesty’s Constabulary. The officers gave them a warning under The Act.

And to cap it all, last week the Holiday Inn Hotel Chain began offering its guests human bed warmers! A call to Reception will have a male or female (or both) bed warmer come to your room, clothed in a special suit, who will warm the bed to body temperature before you climb in. I’ve had one for years, I call her the wife! Certainly beats the hell out of a hot water bottle.

It’s a wacky world we live in.

Britain – Land of the Loony’s.

If it wasn’t so sad it would be funny! For this post I have chosen five of the most ridiculous stories to come out of the UK this week. Firstly, in Southampton in southern England, a man turned up at the hospital’s casualty department with his penis stuck in a length of steel tubing. The hospital staff could not release it because the situation had caused the man to become aroused thereby enlarging his penis and making it impossible. You really couldn’t make this up!!!! Eventually his penis was freed from the pipe by a very delicate operation carried out by…..wait for it!…..Firemen with a metal grinder!!!!!! When I read this story I didn’t know whether to laugh or cry. Apparently the man left the hospital without any explanation as to how he got his penis stuck in a piece of pipe.

Ed Balls the Schools Secretary for Great Britain is quoted as saying that primary school pupils (aged 7 to 11) and secondary schools (ages 11 to 16) should learn Mandarin i.e Chinese! His reason for such a statement is that Britain has increasing business ties with China and the business sector needs Chinese speakers. Does this mean that it must become part of the national curriculum and a requirement for all children to learn Chinese?

He is right in one thing, it should be compulsory for all children in English schools to learn a foreign language; but Chinese? It would be far more useful for them to learn French, German or perhaps Spanish. Britain has for decades fallen behind other European nations in the teaching of foreign languages in schools, leaving it up to the pupils to decide. When it comes to languages the British are notoriously lazy.

Britain’s erstwhile Prime Minister Gordon Brown has decreed that poor homes should be given a free laptop and broadband access so the parents can communicate with their children’s school. So Gordon is of the opinion that the tax payer should foot the bill for this, and of course poor parents will immediately get ‘on line’ and follow their offspring’s progress at school. I think it more likely there will suddenly be a glut of laptops being offered at knock-down prices in the local pubs to finance a few more pints of best bitter.

On a more serious note, A family of five bought a house for £285,000 and decided to have it structurally altered and renovated. They moved into a rented apartment while the builders were working. After the Christmas break they went to the house and found a group of Romanian squatters occupying the house. They had changed all the locks which prevented the owner from entering. He went to the Police, and on enquiring as to the legal status of the squatters being in the country was told he was racist. Eventually it turned out that the Romanians had become victims of a black con man who had ‘rented’ them the property. They thought they were legal and had every right to be there, but the black guy was not the owner. It took two weeks for the legal situation to be sorted out, and now, much to the families relief, things are back to normal. The Squatters, they moved into a house further down the street. The con man? He disappeared into a richer puff of smoke.

It has been known for years that Britain needs more jails, and now finally the Labour Government has made plans for more to be built. Britain is way ahead of the rest of Europe when it comes to the size of its prison population. For years, Judges have been given instructions not to send so many felons to jail, no matter how much they deserve it, because the jails are already overcrowded. Prisoners have been released after serving a fraction of their sentence to make room for the next influx of criminals. Many have been hardened criminals who go on to offend again and again after release. For the toe-rags inside for drug dealing, theft and rape etc. they do a tiny fraction of their sentence and then its business as usual.

Strange though it may seem, this plan to build more jails has raised a storm of criticism. Groups, and even MP’s, are decrying the move saying resources should be put into preventing crime, not punishing it. I suppose this means more Miss Goody Two-Shoes talking to hardened career criminals trying to convince them of the error of their ways??? I suppose this means that felons will get more non-custodial sentences while the ‘Goody Brigade’ go to work on them to convince them that it really isn’t ‘nice’ to beat up old age pensioner ladies for the few shillings they have in their purses???? It really is too bizarre for words. These ‘Goody Goody” idiots have done so much harm to the English way of life that they should be put against a wall and shot without the chance of parole. I have always been of the opinion that if a criminal is behind bars, he cannot commit more crimes. If the British Penal System were designed to make incarceration so hard that felons would never want to go back to prison after release (like the old days), that more than anything else would cut the crime rate.

Such a shame, but I think the whole country has gone to the dogs!
